Executive Summary South Korea and Thailand are two strong economic forces in Southeast Asia, and both represent opportunities for companies who want to export high-tech products. Both countries are largely homogeneous in their populations, and both have had volatile economic and political histories. Both South Korea and Thailand are committed to building strong infrastructures that favor global economies, but the stability of South Korea may be in greater question than Thailand. South Korea is, however, farther down the path of industrialization than Thailand as evidenced by the percentage of its population working in agriculture, although Thailand is making strides in this area. South Korea has a much more technologicallyfriendly environment, and is a strong exporter of personal computers. The US has also played an influential role in shaping the South Koreanpolitical system, which is patterned after the American presidentialsystem. Thailand viewed the 1949 victoryof the Communist forces on mainland China as a potential threat to itsindependence, and worked actively with the United States to check Communistexpansion in Southeast Asia.[ix] After parliamentary elections in 1988, Chatichai Choonhavan became thefirst elected member of Parliament to form a government in more than adecade. He was forced to resign in June of that yearfollowing violent demonstrations against his administration. Both countries are largely homogeneous in theirpopulations, and both have had volatile economic and political histories.Both South Korea and Thailand are committed to building stronginfrastructures that favor global economies, but the stability of SouthKorea may be in greater question than Thailand. Most (34 percent) of those Koreans having areligious preference are Christian; there are also a significant number ofBuddhists (19 percent) and some Confucianists (2 percent). The UN engaged in itsfirst collective military action through the establishment of the UnitedNations Command (UNC), to which 16 member countries sent troops andassistance. [iv]Ibid., 16 1. The software is an action-based video game that runs on 386and later systems, and which requires little translation (other than themanual) since the game itself does not have much language interaction. In September 1948, the Soviet Unionestablished the Democratic People's Republic of Korea in the north underKim Il Sung, a former Soviet army major, who claimed authority over theentire peninsula. American Trade Relations with Thailand Relations with the United States have been an important element ofThai foreign policy since World War II, and Thailand views US support asessential to counter potential security problems. South Korea History South Korea's history has been characterized by the invasion of itslarger neighbors. A joystick option is required on the system. Aculture stressing the need for flexibility helped the Thai adapt themselvesto resist the pressures of foreign powers in order to preserve theirnation's independence. Thai society has remained fundamentally stable, despite periodic coupsand changes in government. Poorsoil and unpredictable rainfall make it much less productive agriculturallythan the central plain, and its population of 18 million includes some ofThailand's poorest inhabitants. During the 2 th century, key events in Thai history stem from theJapanese challenge and European influence. The population ischaracterized by ethnic and linguistic homogeneity; however, historical andregional loyalties survive, particularly in the Cholla Province insouthwestern Korea. Here, many inhabitants complain of discrimination bythe central government.[iv] South Korea has successfully made the transition from an agriculturalsociety to an industrial society. It is close to Japan on the east andChina on the west. The homogeneous population is overwhelminglycomprised of ethnic Thais (75 percent). When Japan invaded thePhilippines in 1941, it also invaded Thailand. The decline of the farm population has been accompanied by an increasein the number of urban working class Koreans. Following the defeat of Japan, Thailand entered an era of increasinglyclose relations with the United States. It is compatible with IBM computers, not withApple systems. Most social tension arises from great income disparities between urbanand rural dwellers, and between the upper and lower classes. This membership is consideredessential in bringing Thailand into the next century as a regionalfinancial, telecommunications and trade center. This era was characterized bynearly total control from Tokyo, and relentless efforts to replace Korea'slanguage and culture with that of Japan. Thailand History Thailand (formerly Siam) has the distinction of being the only countryin South and Southeast Asia never to be colonized by a European power. Thewidening gap between urban and rural populations, and violence in the labormovement, along with deepening class consciousness and tensions caused byregional disparity are all indications of the high degree of volatilitywithin South Korean society. Although officially allied with Japan duringWorld War II, Thailand was in effect an occupied country. Peace negotiations began in July 1951, but hostilitiescontinued until 1953. Inresponse, the South Korean government has significantly lowered tariffs,removed some quantitative restrictions on imports, phased out the case-by-case approval process for many investments, and improved enforcement ofintellectual property laws. Bangkokdominates the country politically, economically and culturally; its averageper capita income is more than triple the national average.[x] The averageper capita income of residents of the central plain is more than 4 percentabove the national average, while that of residents of the northeast isless than half the national average. Such disparities between the richerand poor segments of the population have been increasing substantially inrecent years. South Korea Economic Factors Real GDP growth ranks in the top 25 percent of all nations, at 7.4percent over the past five years, and unemployment and capital investmentas a percentage of GDP are also strong (unemployment is at 2.5 percent andcapital investment as a percent of GDP is a strong 36.5 percent). During his 1994 visit tothe United States, Prime Minister Chuan asked President Clinton to removeThailand from the list of nations allegedly violating US intellectualproperty rights. South Korea Cultural Factors South Korea has a high literacy rate (96 percent) with an annualgrowth of one percent. South Korean Relations with the United States Relations with the United States are second in importance only torelations with North Korea. A Chinese minority accounts for 14percent of the population, and it is more highly integrated into Thaisociety than is the case with Chinese communities elsewhere in SoutheastAsia. The northern and northwestern areas border on Burma andcontain rough jungle country; the narrow southern peninsula is covered byrain forests, rendering it inaccessible in parts. Thailand is a charter member of ASEAN and is committed to maintainingclose relations with other ASEAN members. Rugged areas are found in the mountains of the easterncoast as well as the interior; good harbors are found on the western andsouthern coasts. The overwhelming ethnic group is Korean, which is also thepredominant language. The northeast regionis a dry plateau covering approximately one-third of the country. Itis possible that deals could be struck so that the entertainment softwarewould be licensed to various manufacturers and "bundled" with the hardwareas it is shipped. The two countries considered for export are South Korea andThailand. Thailand Economic Factors Among all nations, Thailand ranks among the top 25 percent in GDPgrowth at 8.3 percent and in capital investment as a percentage of GDP(35.8 percent). In 1987, in part due to American pressure, South Korea adopted aconstitutional amendment that included provisions for direct presidentialelections and political liberalization.[ii] American Trade Relations with South Korea A US trade deficit with South Korea, which peaked in 1987 at $9.6billion, led to sustained pressure on South Korea by the US government toeliminate a range of restrictive trading and investment practices. More than 1 million peoplenow work in manufacturing. In 1994, the US announced the deployment of Patriot anti-missilebatteries to help defend the country against a northern attack. The only land boundary that the country has is theMilitary Demarcation Line (MDL), established in 1953 to separate North andSouth Korea at the end of the Korean War. Rubber and tinproduction sustain the country's southern economy. Thailand Cultural Factors Thailand's population is growing at an annual rate of 1.6 percent, andit has a literacy rate of 89 percent. Although informal class distinctions arestill found in this highly hierarchical society, the standard of livingamong the lower classes has improved considerably, and at least half of theurban population belongs to the educated middle class. After 16 years of alternating instability and military law,presidential elections were held in 1987. US armed forces are the prime guarantor ofprotection against a North Korean attack, and the US is also South Korea'smost important trading partner.[i] In 1991, the US withdrew its nuclearweapons deployed in South Korea; however, the Clinton administrationpledged support to South Korea in countering any nuclear threat from NorthKorea. Recommendation It is recommended that the entertainment software be exported to SouthKorea while continued monitoring takes place with regard to expanding toThailand in the near future. South Korea has also eased restrictions inproducts such as cigarettes and wine and has concluded an agreement for thegradual elimination of restrictions on beef. Faced with overwhelmingJapanese power and the collapse of Allied forces in the area, Thailandacceded to Japanese demands. Most (52percent) of the population is engaged in the service industry, with 27 and21 percent of the population working in industry or agriculture,respectively. As World War II ended, the UnitedStates and the Soviet Union agreed that Japanese forces in Korea wouldsurrender to the United States south of the 38th parallel and to the SovietUnion north of that line. Elections were carried out under UNobservation in the US zone of occupation and the Republic of Korea (SouthKorea) was established there. Description of the Product The product being considered for export is an entertainment packagefor personal computers. South Korea Geography The Republic of Korea is a small country occupying the southernportion of a mountainous peninsula. [x]Ibid., 2571. This division of Korea was intended as atemporary administrative measure only. Voters elected Roh Tae Woo,marking the first peaceful transition of power in the country's 4 -yearhistory. The United States withdrew its military forces from Korea in 1949; inJune 195 , North Korea forces invaded South Korea. It is a young nation, with 45percent of its population under age 15. Thailand Geography The heart of Thailand is a rich central plain where approximately one-third of all Thais live and where the government's control is thetightest.[viii] A diverse climate, rugged terrain and conflicts inneighboring countries make it difficult for the government to exerciseeffective control in more remote areas. However, since the country is still in the infancy ofintroducing high technology, it may not be an appropriate time to bringleisure software into the country and expect a high rate of return. Asa result, the country's information technology industry has burgeoned.While the demand for large computer systems has remained low, personalcomputer sales more than doubled in 1993 over 1992 (to more than $5 million).[xii] The government has also removed import duties on muchtechnology coming into the country, with the result that computers beingimported into Thailand, whether from the surrounding area or from theUnited States, do so in a much more favorable climate.[xiii] This increase in technology suggests that there is a ready market forcomputer software, particularly software designed for the personalcomputer. Approximately 27 percent of its population is underage 15, with most (73 percent) of the population living in urban areas,which are growing at the annual rate of 3.5 percent per year. In 199 , Roh strengthened his government's position in Parliamentby merging his party with two opposition parties; Kim Young Sam, a memberof the new party, took office as president in 1993. It has a good debt service ratio of 1 .6 percent, and aninflation rate of 4.8 percent.[xi] Outlook for Computer Products in Thailand As Thailand has recovered from the economic effects of the 1992military coup, it has again made strong progress in the economic area. In February 1991, the Chatichai government was ousted in amilitary coup led by the army commander, General Suchinda Khraprayun.After the March 1992 elections, Suchinda resigned from the military andbecame prime minister. More than 2 percent of the nationlives in urban areas, and urban growth is expanding at a strong 4.6 percentper year. However, Thailand should be consideredfor additional expansion as it is a country that is rapidly improving itstelecommunications infrastructure, and it can be expected to provide a goodmarket within a few years. Thecountry's debt service ratio is a strong 6.8 percent, but inflation islagging behind much of the world at 6.9 percent.[v] Outlook for Computer Products in South Korea South Korea has a strong computer industry that includes some of theworld's leading computer makers, including Goldstar, Samsung andHyundai.[vi] Prices within the computer market have dropped considerablyas competition increases, and American companies such as IBM are confidentthat they will be able to increase their market share in Korea.[vii] Thissituation opens up the Korean market to additional software, such asentertainment software, particularly given the high literacy rate and theavailability of the personal computer. In September1992, the civilian leader of the democratic party emerged as prime ministerand formed a coalition government. Rural workers have moved to the citiesin large numbers, and the small minority of the population still involvedwith farming has been hurt by high debt, the importation of farm products,and an increasing gap between rural and urban incomes.
