Office of the Governor
The American Revolution left a strong distrust among most Americans of the executive branch of government. The federal and state constitutions tended to vest primary policymaking authority with the legislative branch of government, subject to a variety of checks and balances, including the countervailing authorities of the executive and judicial branches. The governor has the powers of extradition, pardon, commutation, and reprieve. And they may to some degree have been moved by thesheer weight of dollars. Boston: Little Brown & Company.Winston, C., Bollens, J. After hisdischarge, Davis practiced civil law in Los Angeles and worked on the 1973campaign of Tom Bradley, who became the city's first black mayor. Afterlosing the primary for state treasurer the following year, Davis joinedJerry Brown's gubernatorial campaign, serving as chief of staff to Brown(the state's most recent Democratic governor) for six years. (1971). Besides symbolic name recognition associated withthe party label, perhaps the most significant role played by parties todayis their ability to launder "soft money" campaign contributions fromundisclosed special interest groups. Ironically, themore Checci spent, the lower his popularity fell in the polls, untilfinally Davis squeaked out a primary election victory and went on to sweepthe general election against Dan Lungren. He grew up inConnecticut, but his family moved to California when he was 11 years old.Davis graduated from Stanford University in 1964 with a degree in history, and earned a law degree from Columbia University in 1967. The governor appoints members of the state judiciary; fillsvacancies in the legislature; appoints officers and members of the morethan 3 executive departments and many more boards and commissions;initiates the budget and presides over its implementation; sponsorslegislation; directs the majority party; and represents the stategovernment in the media - to name a few of the governor's responsibilities. As governor, Davis will play a key role in the next redistricting ofU.S. The governor also uses the media (andsometimes even the initiative process) to pressure the legislature intoadopting certain public policies. Davis had raised about $21 million compared withLungren's $17 million. Politics in the American states. In California, the governor now is the most powerful public officialin the state. California's governorship also is of critical importance in nationalpolitics. Lungren's gubernatorial campaign floundered because he never seemedto disassociate himself from the very conservative views of the right wingof the Republican party, whether deserved or not. (1983). ReferencesCalifornia Citizens Budget Commission. In California, the office of the governor has taken on specialsignificance as the state constitution has been amended to vest more andmore authority over the state budget and public policy with the governor.Today, no position in state government is as powerful as the governor. House of Representatives. An important constitutional amendment that affected the nature ofCalifornia's governorship is the direct primary approved in 19 9. (1989). However, it is important to point out thatthis index was created prior to today's extensive use of the initiative inCalifornia. However, many other constitutionalamendments have either strengthened the office of the governor or simplychanged the nature of the governorship. But such a decisive Davis victory was not always soassured. There are several additional responsibilities of the office of thegovernor in California. But looking beyond theissues, the electorate simply may have desired something new after 16 yearsof Republican governors. If properlygerrymandered by California's Democratic legislature, with the consent ofthe Democratic governor, Democrats could pick up all these new seats in theHouse and virtually evaporate the Republican lead in congressional seats.Democrats across the nation viewed California's governor's race as soimportant that millions of dollars of Davis' campaign funds came in fromsources outside California, especially New York. The recentcampaign for governor in the November 1998 elections will also be analyzed, including brief biographies and position statements of the two major partycandidates, Gray Davis and Dan Lungren. Davis and Lungren had sharp ideological differences on the issues:Davis prefers state takeover of underperforming schools, while Lungrenfavors school vouchers; Davis opposed Proposition 2 9, which endedaffirmative action in California, but Lungren supported it; Davis is pro-abortion rights, while Lungren is anti-abortion. He was awardedthe Bronze Star for meritorious service while serving in the Army inVietnam, an experience that spurred his interest in politics. The dynamics of California government and politics. E2-E5.Harvey, R. When LelandSandford was governor in 1862, for example, the term of office was twoyears, the legislature was a part-time body which met only every two years, there was almost no state administration, and the state budget amounted toslightly over $1 million (Winston et al., 1985, p. Today in Californiaand most other states, the governor is the key executive and the mostprestigious and powerful official in state government. Gray Davis unexpectedly survived a bruising Democratic primaryelection in which he was vastly outspent by his opponents, especially AlChecchi who spent $4 million in his failed bid - an all-time record forspending in a gubernatorial race anywhere in the nation. While some of theseamendments, such as the school budget amendment of 1988 (Proposition 98)which guarantees that schools automatically receive 4 percent of thestate's budget, have weakened the powers of the governor (andrepresentative government in general). As noted above, many of the changes in the office of the governor area result of voter-approved constitutional amendments. Conclusion The executive branch of government, including the ogffice ofgovernor, has become an increasingly powerful player in federal and stategovernment. With aDemocratic legislature and a Democratic governor, Republicans stand to losetheir majority stature in Congress following the year 2 reapportionment. 1 5). Davis was able to stake out the centrist ground, which tends to appeal to California voters, while Lungren became associatedwith the conservative wing of the Republican party. 9). New Jersey: Prentice-Hall. One index ofcomparative gubernatorial powers vested by state constitutions showed thatCalifornia ranks fourth among the states in the power of the governor(Schlesinger, 1971, p. This research will examine the office of the governor of California. The constitutional basis for the state's executive branch will be exploredand the evolution of the role of the office will be charted. The term ofoffice is now four years, the legislature is a full-time body which meetsevery year, there are well over 3 , state employees serving in one ofthe nation's largest governmental administrations, and the state budgetexceeds $69 billion annually (California Citizens Budget Commission, 1998,p. California government & politics. Once institutions thatrecruited, trained and disciplined candidates, political parties today arelittle more than caucuses obedient to the wishes of the governor and/or thelegislative leadership. Over time, however, popular distrust in the executive branch haswaned. Dan Lungren has served as a U.S. E5). The governorappoints officers and members of the administration and oversees and guidestheir work. Davis then waselected to two terms in the state Assembly and served as state controllerfrom 1986-94. Davis and his wife,Sharon Ryer Davis, live in West Hollywood; they have no children. Even though Davis andLungren stood quite close on such issues as education, Lungren was depictedas opposing abortion, environmental protection, gun control and othersocial issues important to Californians. The federal and state constitutionstended to vest primary policymaking authority with the legislative branchof government, subject to a variety of checks and balances, including thecountervailing authorities of the executive and judicial branches.Traditionally, legislators developed public policy; the executiveimplemented the policies; and the courts interpreted the constitution andlaws upon which they were based (Harvey, 1989, p. House seats in the state, which could help the Democrats gain from sixto 1 seats. 232). Initiatives over the last 2 years have seriously weakened theoffice of the governor in this state by establishing such requirements as"ballot box budgeting," in which the greatest bulk of the state's budget ispredetermined by initiative legislation, and overriding other gubernatorialand legislative policy priorities. Prior to19 9, gubernatorial and other statewide candidates were nominated by partyconventions and caucuses, making political parties pivotal players in theelectoral process. Even moreimportant than the line item veto is the constitutional amendment thatvests the office of the governor with responsibility for proposing thestate budget to the legislature, an amendment approved by voters during theGreat Depression. Moreover, the line item veto gives thegovernor important leverage in negotiating with the legislature. The line item veto grants the governoran important base of power in that the governor can directly influence thefunding of administration programs.
