Paper Introduction:
Technological development is an important component of a developing economy. In the case of South Africa, the economy is changing as the social and political order is changing now that apartheid has been eliminated and a new regime set in place. South Africa has undertaken a number of projects for technological development in order to benefit the economy, and it has extended earlier efforts with new market analyses and the creation of new products. Before the change in regime, the government of South Africa admitted that in some areas, it was more technologically advanced than the world had known. Monitors had detected what is called a "double flash" in South Africa in 1979, and this refers to the successive explosions of light produced by the detonation of an atom bomb. DeKlerk also stated that his government would give the International AtomicEnergy Agency a full accounting of the program's history and the currentlocation of all weapons-grade uranium in the country and the IAEA had beenmonitoring South Africa's uranium processing and nuclear-energy plantssince mid-1991, when the De Klerk government signed the Nuclear Non-Proliferation Treaty (Serrill 26). Vredestein Rubber Resources, for instance,offers a range of products to the rubber processing industry. SALT is to be a 9-mclass telescope for optical and infrared astronomy and will be a southernhemisphere equivalent of the Hobby-Eberly Telescope (HET) at McDonaldObservatory, Texas, using the same radical design, which means that theinstrument at Sutherland will cost a mere 2 percent of the price of aconventional telescope of the same power. Astronomy offers us the potential to use our access to the Southern skies, coupled with our relative technological sophistication, to move to the cutting edge of a field which has excited the human imagination since time immemorial ("Southern African Large Telescope (SALT) Launched"). There are biotechnology firms in South Africa looking toward geneticengineering and other biological processes for the future. One area of study in which South Africa has concentrated efforts isastronomy. For some customers, includingthose in South Africa, the network was installed to meet the carrier'ssubsidized universal service obligation. South Africa is poised for further development even as the countryworks to expand modern technology to the villages and outlying areas of thenation. The first of these plants provided weapons grade material, andthe second produced low-enriched uranium for the manufacturing of fuel foruse by nuclear power stations.
